Data required for the blueprint, development, production, manufacture, associates, operation, repair, testing, maintenance or modification of defense articles.
This includes data in the form of blueprints, drawings, photographs, plans, instructions and documentation
Software direct related to defense articles

The ITAR controls Defence force Services (ITAR 120.9), providing services related to items on the USML

Exemptions from Registration

There are 4 exemptions from this registration requirement, listed in ITAR 122.1(b)

Officers of U.S. Government
Only produce unclassified tech information
All activities covered past Atomic Energy Act
